I have an '01 Venture. The whine/ chirp would drown out the loud pipes, and the stereo, and was almost painful to listen too. It would start at about 2800 rpm, and go away around 3500 rpm. I bought a clutch basket for a 1st gen (1983-1993?) Venture for $45 off Ebay and installed. The noise is almost completely gone now. It still comes in at the same rpms, but much, much quieter, and barely noticable now. A 1st gen Vmax (1985-2007) clutch basket will also fix the problem and are available for cheap on ebay all the time. If you have an air compressor and an impact wrench with a 30mm socket, the basket is easily swapped out in an hour or less and the special clutch holder tool isn't necessary. Download a service manual for a venture (any year) or a Vmax, and you'll have all the info you need to make sure you get it put back together correctly. Don't forget to buy a new gasket, as the original will rip apart when you pull the cover off. If you have any questions shoot me an email at remmerts@live.com. Got my "I" basket installed took the "F" basket out. All looked good inside except for a few things I found. 1. the locking tab was not bent against the nut that holds the clutch hub. ???? But the nut was tight 2. the friction plates were lined up but not inline with the 3 dot as described in the manual and the tech article here. They were lined up where there is one dot. All the friction plates were measured with a caliper and little or no wear was found. no glazing found. Rotating plates all had perforations in them...I am used to seeing smooth rotating plates. No heat discolor and no warping. All of them were not polished smooth. No wear on the old basket or the clutch hub. Ran to today about 270 miles. I am pleased. No clutch churp...the bike does not sound like a Jenson mobile anymore. It does not seem that it moved it to another RPM, or I have not found that RPM yet. There is still gear noise...from mostly the left side but not that high pitch churp It is not quite machine, I do not expect it will ever be. I am glad I changed the basket. It is a lot better. Don't expect the "I" basket to totally get rid of all machine noise cause I don't think it will. On some bikes it will help.
