most likely tci like muffin said , i have had the same problem i baked my tci and cleaned the 2 plugs , if not done already move the tci to the top of the air box , that will make it easier next time .

at autozone there is a rotor dress up kit and i think wally wourd has 1 too . it has a 11/2 in round pad , put in your angal [ tried to look it up in spell checker , got anal , i give up ] grinder or a fast drill , it will work .
