Curious also but if the car is front engine, and driven on nose first, I would suspect the weight the engine would offset the bike on the rear

In your original post you said you had power to one of them. Usually that means the fuse is good -

We have a member who rebuilds them. For a a flat fee he will exchange yours for one he has already rebuilt

Are you shutting the fuel off at the petcock when you park it? These bikes are known to leak past the needle and seat when parked due to dirt or worn needle/seat. Check your oil level because the fuel will drain into the cylinders and seep past the rings. This will dilute the oil and raise the oil level. Keep the oil level below the midpoint of the sight glass. The other frequent result of carb leakage is hydraulic lock of the engine which results in bent rods and or broken engine case. if it hasn’t been done, the carbs should be removed and rebuilt. Personal experience: I went to start one of mine when leaving the office and had forgotten to turn off the petcock. The starter simply clicked loudly. I removed the spark plugs, cranked it over, and fuel sprayed out of the spark plug holes. I was fortunate in that there was a piston near the top of its stroke with fuel locking it from continuing its stroke. A gap without the fuel would have allowed it slam into the fuel and ruin the engine. So carb overhaul and oil change was mandatory. Now, the fuel is turned off when I shut the engine off every time without exception

In my opinion the only way to buy a helmet is on fit. Size varies between manufacturers and head shapes vary with manufacturers only fitting certain shapes. I replace mine every five years and Shoei modular as my go to. I use a comm system between helmets blue toothed to our respective iPhones

It adds a little rumble. You will never get the Harley sound due to the engine configuration but they are a little louder than stock. I had Barons 2 into 4 on a previous Venture and they were pretty loud and I like loud but after a long highway trip it was a bit much.

Not sure about your ‘99 but I have some experience with HD mufflers. There was a period where HD put a catalytic converter in the right side muffler (only). Later they started using the cat before the mufflers. I had a pair given to me and they were from that period. I tried to knock out the cat but was not successful so I bought another left muffler off eBay for $15. There’s very little difference in appearance

Fuel will drain past the pump. If you have a stuck float needle, fuel will drain into the combustion chamber and likely hydro lock the engine. There have been some ruined engines because of this. i had this happen once but was very lucky, the cylinder with the raw fuel happened to have the piston at the top of its travel. When I hit the starter it was locked rather than starting to turn over and slamming that piston into uncompressable fuel and busting the piston,, rod and or block. I took the spark plugs out,and turned over resulting in fuel spraying all over. The crankcase usually fills with fuel too. Now I absolutely never shut my bike off without turning off the petcock. I don’t even think of it as it is now such a habit. The reverse when starting - turn the fuel and pull the choke out -

Can you reach them with a Dremel? Maybe cut a slot into the side? I use plastic wing nuts - non metric. The standard threads will give but bind enough as they turn onto the metric threads

Rebuilding is definitely the way to go -
No reason to use anything but 87. Higher octane is poorer grade and is only needed for high compression ratios to reduce preignition.

Lowering the front or raising the rear does improve the low speed maneuverability. I prefer to raise mine but I can handle the slight increase in seat height. I have not experienced the smaller tire but I recall hearing that it has a negative effect on higher speed handling. If you can’t do the rear height increase you could slide the forks up in the triple tree. It should be pretty easy to do.
