aux cig lighter

I saw 2 ventures the other day and they both had a cable coming up from the front of the tank over the tank with an L-shaped piece of plastic that stuck under the tank bib holding the cable in place. I presume this was used to plug something in for power. Is this a factory piece or aftermarket and where can I get something like this?
