Turn Signals Not Working

The turn signals of my 2006 RSTD have stopped working.  I have checked the fusebox on the left side and the 15A fuse is intact. When I turn on the signals, I hear a faint "click" sound in the battery area the first time, but it does not make any sounds if I cancel the turn signal and turn it on again.  

I would appreciate any suggestions or similar experiences you may have had and how you fixed it.

Could be the relay. Did you check the fuses with a multi meter, or just look at them?

Relay is on the right side under cover
