Washer 26h-2319L-00-00 needed for front forks? Where to buy?

My forks are missing this washer 26h-2319L-00-00. My Venture is from 1984, but same part is also in this pic.

Questions? Is it needed? I'm unable to find one to buy so I need make one, any ideas?

If you've come across this part how would you describe it? Is it plain washer. Maybe I can make one myself

That washer is not a flat washer, it's cupped a bit. You might be able to use a flat washer but I haven't heard if that would work though.

I live in Finland, Europe so let's see the shipping/customs and other hasshle but hopefully I'll have the front forks built.
