98 royal star tour deluxe bds28 mm carb float height on bench

As the title says, im looking for proper procedure to bench set my float height and procedure for doing so. Ive searched for a month and al info is contradicted by a different post or just plain non existent. 

I came across someone who said @V7Gooseis the man to talk to. 

Pictures are very helpful.

Also what is the correct float height for these 28 mm carbs

Not sure if this will work on a second gen but here is how I bench set the floats on my 89

I also made my own carb sync tool from junk I had laying around.
