It is pretty amazing how a post can start out on one topic and end up something entirely different. Happens all the time. I think it is funny.

These "alt" codes are known as the extended character set .... characters beyond ASCII 128 if my memory serves me correctly and yes,they can differ depending on what font you are using.

 

Codes from 32 to 127 are what you have on your keyboard.

My avatar is made from ASCII codes. It was put together in 1987 when I was using DOS and after moving to Win 95 I made a graphic of it because of the way MS Word messed with the spacing in a somewhat random manner.
