Radio communication problem

I recently purchased a 1987 Venture Royale and when the headsets are on the rider of the 1987 can hear the everything, but cannot transmit to others.

 

Does anybody have any ides?

Sticky PTT button? Perhaps some contact cleaner sprayed in the switch would help. When you press the PTT button, TX should appear on the CB just left of the channel indicated.
