I used to call folks like that I if had any interest at all in that particular model, I wouldn't discuss anything over the phone - just get an address, show up with cash and a trailer.. Look at the scoot and very kindly say something like "IMHO, that is a good ways from "mint" condition", be glad to help you be rid of the "project" and haul it away for 250 bucks CASH right now"... After decades of watching him buy cars bikes real estate boats businesses by simply throwing that low ball offer out there (even when item isn't "on the market") I'm no longer shy about following his line, "You gotta butter the biscuit while it's hot!"
