On my 86, I went from bottom.

 

Already had side grills and lowers off for valve clearance checks.

Removed the heat shields atop front valve cover.

 

If your 84 still has the YICS chamber it has to be removed.

You will then see 2 JIS (Japanese philips) screws facing down.

 

I used a socket with that bit on and air ratchet and out they came.

My screws were already stripped out by PO.

I used a hack saw blade and cut off the mounting ears. I was able to get the blade in there from the top. The mounting ears are only in the way for the relocation anyhow.

The screws holding the TCI are #3 JIS, as Neil says, however, I removed those screws utilizing a #3 Phillips bit, one inch long screwdriver insert bit; inserted into a ¼" socket attached to a stubby handled ratchet, worked well. Tape the #3 (NOT the common #2) screwdriver bit onto the ¼" socket to keep the bit from falling out. It helps to spray the screws with penetrating oil before attempting to remove them.

Well.....this is how I got to the TCI,

Basically removed all of the right side fairing...got to it pretty easy. Now comes the hard part...putting it all back together...in six months!
