I've been trying to sign up for obamacare everyday since 12/23. When I get to the next to last step the site locks up. I would like to call the white house and tell them what I think, but if I did there would probably be secret service agents knocking on my door the next day.

It would probably not be the next day, it would probably be in the next hour as they are monitoring what you are doing right this minute.
