RandyA I'm kinda hit and miss when it comes to seatbelts, but the point of my comment is that to "check" if you're wearing seatbelts is not a sufficient reason to be pulled over. If you're in a state where seatbelt laws are a primary law, you can certainly be pulled over and ticketed for an observed violation, but being pulled over simply to "check" don't cut it.
