I would second the steering head bearings if you had them re-packed at 16,000 miles try the cheat method for tightening.

OH CRAP you mean I got to take all that junk apart and pack them things. Man that will take all winter. Mostly because I'll have to work up the gumshion to do that kind of a job.

John, check your neck bearings. It probably need adjustment. I would try the short cut method first. Tire pressure may also be too low. Try running with 42-44 up front. Miles on tire? May be worn and scalloped.
