Okay, wired up the vacuum motor like the manual says , it produces vacuum and closes the

actuator, if I take a wire off , the vacuum motor stops, actuator goes back to fully open.

The manual says wait 5 seconds if it goes back I need to replace the vacuum unit. Does that sound right to you? Wish I could simulate actual running conditions. Should the vacuum motor be able to hold the actuator in place, without running?

Probably so. If there is a hole or tear in the vacuum unit rubber somewhere, it will bleed air back into it quickly. That's why they have you wait the 5 seconds to see if there is a leak.

In the pump there are a pair of valves to bleed air off. I don't remember all the details, but at least one of them opens when it DOES NOT have power. This is so the thing will disengage if the system loses power.

If you're interrupting power to the whole test set up it should release the actuator quickly. To really test it you need to stop the pump but still keep both valves closed.
