The cigarette lighter under the dash and inside the console both have power.

Ok this Buddy as I forgot to pay my yearly dues oops

As for your OBD connection you said your fusses are good ok then you have a bad connection from your 7.5 fuse to your OBD 2 connection this wire is solid black and supply's power when key is on so look at your OBD plugin and find the black wire be in #16 slot this will be the one that powers your scanner

We have power to that wire pin #16 and chassis ground now we are chasing a ground fault on white/blk Pin #4 wire between the fuse panel and the OBD port. That is where we think we are losing the ground.
