Yes it is for the mileage and condition as long as it's not a scam!! Low mileage bikes have their own unique set of problems like dry rotted rubber, crud in the hydraulics, carb problems, corrosion, etc. Also the '83 has a frame issue at the rear shock, and the notorius 2nd gear issue...
