If the engine is there, and the starter also is there, I have to believe that can be the starter relay that didn't activated. Or the bike was not on neutral?

Possibly, but I doubt it..

It may just be the battery is low from sitting? When was the last time it was started..?

 

Then again, it coud be the ignition switch too...

Ops, I forgot, I am not certified so I am not a master mechanic...

I would make a Shadetree guess of dirty terminals or low battery.

At least one if not several of the above!!

 

As mentioned, use as a bargaining tol and pick it up dirt cheap!! We have the technology!

 

Also not mentioned, bad kickstand switch...

Well its not my problem its the guy who selling the scoot But we checked all the logically stuff Yes bike is in Neutral , The Side stand, checked the battery etc etc
