In a nut shell I had a new clutch put in,rode for a couple months parked for a year (due to med reasons) I am back and no resistance on clutch lever (lever pulls back to easy) and no leaks under or on bike? 99RSV

I would"

1st check to see if the clutch reservoir is full

2nd I would very carefully see if the clutch bleed screw is loose at all where it let some air into the system..

3rd, I would try to bleed the clutch system completely..

It may be that the rubber pluger in the clutch reservoir / master cylinder went bad and it is letting the clutch fluid by-pass it.

There is no way the clutch itself can not go bad by letting the bike sit.....something else (something simple/ cheap - $$) is wrong..:thumbsup2:

Here are a couple of pictures from the 1st gen service manual. Clutch slave cylinder is very similar to RSV's.

As Eck mentioned, the piston seal shown in first picture is a potential point of failure. If this seal failed, the hydraulic fluid probably is still trapped in slave cylinder housing, which is why you saw no puddle.
