87 Royal Head light Issue

Have a 87 royal and am having some head light problems. The light will come on sometimes, and other times won't turn on. All i have done is check the light plug on the back of the head light. When it works, i have power, but when it doesn't work, i don't have any power. DUH. When the light works, i have high and low beams.

Where do i start on this problem?

When my 88 Standard does that, and it does it often i hit the starter button and the lights come on. So the fix must be somewhere in the starter switch area. Lots of little stuff in there so I just put up with it.
