Off RSV subject...but, Kaw Voyager backrest question

My brother bought a '95 Kawasaki Voyager last summer. The driver backrest seems "not right". When it's set as far back as it will go, it's so far forward that your butt dosn't even come close to touching the back of the seat. When you adjust forward at all, you're almost sitting on the tank. We were just wondering if anyone might be able to explain. It all looks oem to the bike....

I had to take a rubber malit to mine and knock it back a little.
