According to Freebird in this post on "Plugging the AIS": http://www.venturerider.org/forum/showthread.php?t=485 The AIS is an emissions system which introduces oxygen-bearing air into the exhaust ports on the exhaust stroke. This induces further combustion of hydrocarbons in the exhaust pipe and greatly reduces emissions. It is driven by intake vacuum pulses.

An Air Induction (or injection) system forces fresh air (Oxygen) into the exhaust system to reduce emissions The exhaust gases can contain unburned fuel. Oxygen from the air injection system causes this fuel to continue to burn reducing omissions. The AIS system is required in California... Gibble, you beat me to it...
