I will be changing seals and all. Thanks Your New Progressive Springs, are made of Thicker Material, then the OEM Springs. SO: They take up More Cubic volume in the Tubes. So: There is less space left for Oil. Therefore, you must use Less Oil. About 1 1/2 oz. Less. The Oil level should be set to 5 1/2 Inches from the top of tubes, With the Forks Fully Compressed to the UP position. Check the Instruction sheet that came with your new Springs. Its explained there.
